Many residents of the station don't want their home to go away, and are doing what they can to put the best face forward to the SPACC inspectors, and prove how desirable and profitable the station is (or could be). TPS is a group of private citizens that want to save the station by cleaning things up (at least, on the surface), without unnecessarily disturbing the status-quo. Behind-the-scenes, they can be pretty cut-throat and petty toward each other as much as their opponents, coveting prestige and recognition, but not generally to the extent of committing actual crimes (more than a misdemeanor, anyway). Run by "The Committee," comprised of top representatives of several local groups.
